About 3% of real bidders leave no trace in SEAO. We tell you how many unpredictable entrants to expect instead.

This is our weakest segment. Every analysis shows the level of information it actually had, rather than the same confidence everywhere.

Questions

Where does the data come from?
From the Quebec government's electronic tendering system (SEAO), published as open data under CC-BY 4.0. We neither buy nor resell any data about companies.
Is the verdict an artificial intelligence deciding?
No. It is a weighted grid over five measured factors, shown with its weights. Nobody publishes whether a company should have bid, so there is nothing to learn from. You can contest the grid factor by factor.
Are the companies named really the ones who will bid?
No, and Offra does not claim they are. The list is probabilistic, and its shortcoming is measured: out of ten names proposed, one or two actually file on average — an open public call drew only 4.2 bidders on average in 2025, according to our public procurement review. What it does achieve is containing about 43% of those who really file — 44% if you exclude companies with no SEAO history, which nothing can predict.
Can my competitors see my analyses?
No. An analysis is produced for your company and is visible only to the members of your workspace. It is computed from public data, including your own history, which is already in SEAO.
What about federal and municipal notices?
They carry no verdict. Those sources publish a contract's winner, never the losing bids, so the grid would have almost nothing to weigh. You find, track and prepare them in Offra like any other.
