Sample layout. The tenders and public bodies named here are fictional. The real feed is sorted by verdict, then by closing date, and shows only favourable and mixed notices by default.

What the subscription includes

An estimating desk is not a person.

The feed

Every open notice, scored for your company, recomputed daily.

The verdict and its five factors

A weighted grid, weights shown, built on your own record at SEAO.

50 full reports per year

Price, competition to expect, likely competitors — on the notices you pick out of the feed. On the annual rate it is a reserve for the year, to spend as the notices arrive; month to month, 4 a month.

3 seats

Member or administrator — the team and the billing besides.

One email on Monday

The new favourable notices. Nothing new, nothing sent.

50 bids prepared per year

Specifications, pricing schedules and addenda read — every requirement tied to its clause, and the list of what is left to produce. We tell you what is in them.

How it works

01

The notice is published

We read every Quebec public tender, the day it appears.

02

It arrives scored in your feed

Price, competition, likely competitors — then a verdict for you.

03

You open the report

On the ones that deserve it. In minutes, without leaving the feed.

04

You prepare the bid

The documents read, the requirements tied to their clause, and the list of what is left to produce.

The verdict, opened up

Five factors, shown with their weight.

Taken from the demonstration report. A factor with no data abstains rather than counting as zero. When too many factors fall silent, the grid answers “not enough signal” and shows no score at all — a refusal to conclude, not a hedged answer.

The badge in the feed is not a preview of the report. It is the report's verdict, computed by the same grid, in the same version, on the same data.

Easy to promise and easy to betray: it would be far cheaper to run a lightened grid over thousands of notices and keep the real one for the reports we sell. A command recomputes both sides on a real notice and refuses to pass if they differ.

The plan

Professional, in detail.

The plan sold here. The three plans compared — Professional, Business and Enterprise — and the free account.

299 $ CAD + tax

Per month, per company. Cancellable at any time; access runs to the end of the cycle already paid for.

3 seats included.
An extra seat costs 49 $ per month. Two roles: a member reads the feed and generates reports, an administrator manages the team and the billing. Invitations stay valid for 14 days, and the seat count is checked before the invitation form is shown — you cannot invite someone you cannot seat.
50 full reports per year.
On the annual rate it is a reserve for the year: nothing for two months, then four tenders in a fortnight, which is how a year of bidding actually arrives. Month to month it is 4 reports a month that do not accumulate — you can cancel after one month, so the year is not advanced to you. One more report costs 99 $ and is added to your next invoice — there is no second payment to make on the spot.
A report already generated reopens without consuming anything.
The credit pays for a generation, not for a reading. The report opens on report.offra.ca, never inside the portal, so that the document sold stays exactly the document sold. Allow a few minutes after the request: generation is queued, not instant.
The card is charged when you subscribe.
You cancel in one click from your workspace, and access runs to the end of the cycle already paid for. The feed builds itself on your company within minutes — it is the real product, not a preview. The account itself is free: it links your company, finds the reports you bought on their own, and carries your seats.

What the subscription opens, it can close again.

Reports generated on the subscription stay readable as long as the subscription is active. A report bought on its own stays yours indefinitely. That is the real difference between the two, and it is written in plain terms in the terms.

Only bidding once or twice a year? The report can be bought on its own. All amounts are in Canadian dollars, plus tax.

Questions

Do you have to pay to see the feed?
Yes. The feed is what the subscription gives you: it builds itself for your company from the moment the subscription is active, and it does not build itself before. The account itself is free — it links your company, finds your reports and opens seats.

To see the feed before deciding, book a demo: we open it on your company during the call. You can also browse every open notice for nothing — that is public, and it is the judgement that is paid for, not the list.
Can we pay annually?
Yes, and that is the price on display. 299 $ per month is the annual rate (3 588 $ billed once a year); month to month it is 379 $ per month. Committing to a year saves 21 %. The 3 seats are the same; the allowance is not: on the annual rate, 50 full reports per year, to spend as your tenders arrive; month to month, 4 per month, which do not accumulate. Twelve full months come to 48 reports — about the same quantity, without the choice of when, because you can leave after one month.

You can start month to month and move to annual within the first 30 days: the month already paid is deducted, and you will have paid the annual price. In exchange, cancelling part-way through a year stops the renewal without refunding the remaining months.
What decides the badge on each notice?
A weighted grid over five measured factors, each shown with its weight. It is not an artificial intelligence deciding for you: nobody publishes whether a company should have bid, so there is nothing to learn from. A factor with no data abstains rather than counting as zero, and when too many are missing the grid says “Not enough signal” — a refusal to rule, not a half-yes.
What happens if I cancel?
Access runs to the end of the cycle already paid for, then stops. That is the honest difference from a report bought on its own: that one stays yours indefinitely, whereas a report generated on the subscription stays readable as long as the subscription is active.
At how many reports does the subscription pay for itself?
Two. Two one-off reports cost 398 $; the subscription includes 50 a year for 299 $ a month. If you bid once in a while, the one-off report is the right choice and we will not try to talk you out of it.
How long before a report is ready?
A few minutes. A report your workspace has already generated reopens instantly and consumes no credit — the credit pays for a generation, not for a reading.
