For twenty years I've led software development and business development — as a VP, a director, a CTO and a founder — in Canada, the United States and Southeast Asia.
Working on both sides, the technical and the commercial, is how I learned what it takes to answer a public tender. I'm from Montréal, and most of the bids I put together went through SEAO — some well over 300 pages. I spent weekends on a file to make the closing date, always with the same fear: losing on a technicality. A deadline that slips, a document left out, a clause nobody saw.
Offra is the tool I wish I'd had back then. A public tender, from notice to submission, in one tool: find the notice, decide whether to go, read the documents, split the work across the team, review the bid before it's filed. Every requirement comes with the clause it came from, and you always file the bid yourself.
