Terms
What you are buying, what you cannot expect from it, and how to get a refund.
This is a translation, provided for convenience. The binding version of this agreement is the French one, at offra.ca/conditions. Where the two differ, the French text governs.

Who you are contracting with
Offra is the trading name of Consuly Pte. Ltd., 68 Circular Road, #02-01, Singapore 049422. That company sells you the report, invoices you, and is the party these terms bind you to.
The seller is not resident in Canada. It is registered under the simplified GST/HST regime for non-resident suppliers of digital services, and separately for QST in Quebec — which is what explains the tax treatment described below.
What you are buying
A report covers one public tender and your company. It costs 199 $ CAD + taxes.
- Access is by a private link. The link is not indexed and is not guessable. Anyone you send it to can open the report: share it the way you would share the document itself.
- A forecast that has been sold is never altered. It holds for one moment — the day you decide. If new information is published it arrives as a new version; the original version stays readable exactly as it was, indefinitely.
- The report evolves. Write to us and we re-run the analysis for as long as the notice is open. Once the contract is awarded, the real outcome is added to the report.
- The price band is not guaranteed on every notice. Where the buyer publishes neither an estimate nor usable tender documents, we show no band: the report says so, shows comparable contracts instead, and shows no price to win either. The rest of the report is produced as normal. The share of notices affected is published on the accuracy page, and the refund described below applies.
- You get a right of use, not ownership of the document. That right is personal, non-exclusive, and serves your own bidding decisions — yours and those of the people you send the link to.
The subscription
299 $ per month or 3 588 $ per year, per company. 3 seats either way. On the annual plan, 50 full reports a year; month to month, 4 a month, with no carry-over.
- The allowance is monthly, and follows your subscription date rather than the calendar month. Subscribe on the 20th and your reports renew on the 20th of each month — including on the annual plan, where only the invoicing differs. Included reports you did not use do not carry over.
- One more report costs 99 $, added to your next invoice. There is no second payment to make at the time. An extra seat costs 49 $ per month, or 464 $ per year on the annual plan. It is usable immediately and billed immediately, prorated over what remains of the current cycle — which, on the annual plan, can be up to a full year of seat.
- A notice is billed once. Reopening a report that has already been produced consumes nothing, and if you come back to the same notice six months later you are not billed a second time. A generation that fails returns the included report it consumed; if it had been paid at 99 $, write to us and we will re-run it or refund it.
- Cancellable at any time, with no partial refund of the cycle you have started. Cancellation is done from the billing page, which takes you to our payment processor's portal. Access runs to the end of the cycle already paid for, then stops. On the annual plan that cycle is the whole year: it cancels the same way, but access — and payment — run to its renewal date, with no refund of the remaining months.
A report produced on a subscription stays readable for as long as the subscription is active. That is the real difference from a report bought outright, which stays yours indefinitely. If a notice matters enough that the document should outlive your subscription, buy that one outright.
The documents you upload
Uploading a document is optional. A report is produced entirely without one, from public data.
- You authorise us to read it, for you. By uploading a document you grant us the right to store it, convert it to text and analyse it, for the sole purpose of producing your reports. That right is limited to that use; it does not let us resell it, publish it, or turn it into a product.
- You must have the right to upload it. You confirm to us that nothing you upload breaches a confidentiality agreement, a copyright or an obligation to a third party. We are not in a position to verify it.
- Findings are a reading, not a guarantee. They do not move the price band — the report says so in the very place it displays them. A finding marked “inferred” should be checked against your document before you rely on it.
- There are limits, and an oversized document still appears. PDF, Word and Excel, up to 50 MB per file, 400 pages per document, 1,500 pages and 20 documents per report. Beyond that the document still appears in the list, with the reason it was not read.
Reading a document means sending it to the providers named in our privacy policy, which also states what a deletion removes and what it leaves behind.
What this is not
- This is not professional advice. Not legal, not financial, not accounting advice. The decision to bid and the amount of your bid are entirely yours.
- A forecast is not a guarantee of outcome. Our bands are probabilistic and we publish their measured error rate. An 80% band is wrong one time in five, by construction. The detail, band by band, is on the accuracy page.
- We see only what SEAO publishes. Not your costs, not your capacity, and not the relationships formed outside the public process.
- The recommendation is not a model. It is a weighted rubric over five measured factors, displayed with its weights, which shows “insufficient signal” rather than deciding without data.
The report is therefore provided as is, with no warranty that the band will contain the winning price, that the competitors named will submit a bid, or that the outcome will match the recommendation. The error rates published in the report and on /precision are part of the product: they state how often it is wrong.
Liability
Our total liability, for any given report and whatever the cause, is limited to the amount you paid for that report.
We are not liable for a contract lost, a contract won at a loss, a missed margin, lost profits, or any indirect damage arising from use of the report. That is the counterpart to the section above: we publish the error rates instead of hiding them, and the price of a report is not the price of insurance on a bid.
Nothing here excludes a liability that cannot be excluded at law, including in cases of gross or intentional fault.
Payment, taxes and refunds
No-questions-asked refund within 14 days.
The request is made from My reports: a reason picked from a list, an optional comment, a button. Within 14 days of the purchase the refund is issued immediately and with no justification required. After that, the request is passed to us and a person handles it.
A refund ends access to the report. A payment dispute raised with your financial institution has the same effect. A partial refund, by contrast, is a price adjustment and removes no access.
This guarantee covers the outright purchase of a single report, at 199 $ CAD + taxes. The subscription is not refunded pro rata: it is cancelled, and access runs to the end of the cycle already paid for. An extra report at 99 $ is added to your subscription invoice rather than bought separately, and so has no refund button: write to us and a person will handle it.
Applicable taxes are added to the displayed price and are calculated at payment time from your billing address. A registered business that supplies its GST and QST numbers self-assesses them.
Payment is processed by Stripe. Card numbers never pass through our servers, and none is stored with us.
Your account
- Sign-in is by password, or by single-use link. An account is created when you buy a report, or directly on the portal, and it is free either way. It is what you use to find your purchases and, if you subscribe, to read the tender feed. You are responsible for keeping your password confidential and for the seats you open to colleagues.
- The report itself requires no sign-in. That is what makes the link shareable — and it is also why deciding who you send it to is yours to do.
- You can have your account deleted. The invoice and the record of the transaction are kept: we have accounting and tax obligations in respect of them.
Acceptable use
The contents of the report are for you and for those you send the link to. Resale, systematic redistribution and automated extraction of the contents are not permitted — the underlying public data, by contrast, remains freely available to everyone on SEAO.
Nor should you try to guess other customers' links, circumvent access controls, or reconstruct the models from repeated queries.
Suspension and termination
We may suspend or withdraw access in the event of a breach of the section above, or of use that puts the service at risk for others. If we withdraw access without such a breach, we refund the report concerned — that is the only thing we owe you in that case.
You may stop using the service at any time. Unsubscribing from emails is immediate, requires no sign-in, and is at the foot of every message we send.

We also use the Quebec enterprise register to link an NEQ to a company. Its licence is non-commercial: that data is therefore used internally only, appears in no report, and is never resold.
Changes to these terms
A change takes effect when it is published on this page, with a new effective date. A report already purchased remains governed by the terms in force on the day of purchase. It is the same rule as for the forecast itself: what was sold to you does not change afterwards.
Governing law
These terms are governed by the law applicable in Quebec. Any dispute falls within the exclusive jurisdiction of the courts of Quebec, district of Montreal.
These terms are drawn up in French and it is that version which governs; this page is a translation provided for convenience. Should a clause be held invalid, the others continue to apply.
